  • Overview

    In addition to being a lighting efficiency design consultant, ECC also employs a large staff of lighting technicians who are experts in installing and retrofitting lighting fixtures.  Not all States require licenses to perform this type of work, but in the event that they do, ECC is also in fact an electrical contractor licensed in several States, including but not limited to Arizona and California.

    We prefer performing the installation work for our own engineering designs.  This turnkey Design-Build approach guarantees system efficacy and completion deadlines.  It also provides a better single-stop warranty opportunity for our clients.

    Prior to construction, the Construction Manager meets with the job foreman, discussing the Scope of Work and special intricacies of that Project.  Most of the time, work is scheduled during hours when the Client is not actively using its space, so the Client's business operations are not interrupted. When the installation begins, ECC technicians arrive with their own tools and materials, and prosecute the work in a diligent and careful manner. All installed components are marked and dated to facilitate future maintenance and replacement.

    Energy Controls & Concepts provides general liability, workman's compensation, and all other required insurance coverages to Clients for every project. ECC carries general liability, automobile liability, and worker's compensation insurance that meets or exceeds generally required amounts specified by public or private entities.

    ECC has performance and payment bonding capacity of up to $5 Million Dollars.


    Technician Training and Quality Control

    ECC has in place a rigorous quality control program that begins with the training and testing of all lighting technicians.  A large percentage of ECC technicians are either certified as Apprentice Lighting Technicians or Senior Lighting Technicians by NALMCO, the International Association of Lighting Management Companies. Those that are not certified as such are in the process of obtaining certification.

    Each retrofit area is inspected at least three times by ECC personnel.  Every ECC technician is required to place a mylar sticker with his/her installer number in each fixture, whether new or retrofit.  Upon completion of an area, the ECC Foreman in charge checks 15-20% of the fixtures for proper installation.  Once the Foreman is satisfied, the Field Superintendent randomly checks 15-20% of the fixtures in a room and places his inspection number in those fixtures checked.  If the Superintendent finds anything not to his liking, all fixtures in the room are checked.  Any lapses in quality are traced back to the original installing technician, where corrective action can be taken.  This tri-level inspection process, also applied to cleanliness and property protection issues, is our Client's ultimate guarantee of product quality.


    Material Storage and Disposal

    ECC provides for the delivery of all required materials to the project site, and for the placement of separate and secure storage containers, if needed, in acceptable locations.  New and old materials are transported on a regular basis to prevent interference with the Client’s own activities and housekeeping practices.

    ECC makes every attempt to recycle the bulk of all wrappings, containers, and boxes removed from project sites in the course of construction. ECC normally provides separate trash containers and recycling bins for each project, and includes the costs of such within our project pricing. This includes the removal and disposal of all miscellaneous fixtures, fixture parts, components, other electrical parts, all Non-PCB ballasts, and disposal for lamps not containing hazardous materials. ECC provides for the disposal and/or recycling of all non-hazardous waste materials that are removed from all project sites.


    Hazardous Materials Handling

    ECC normally enters into a separate agreement with Clients for the removal and disposal of hazardous waste materials including PCB ballasts, and lamps containing Mercury. The disposal process includes the following:

    Ballast Disposal:  ECC carefully removes all fluorescent ballasts from fixtures, both PCB and Non-PCB. All ballast's containing PCB's are stored in steel drums (17C or 17H - 55 gallon drums), and placed in a containment area determined by the Client. ECC posts OSHA approved warning signs in compliance with general safety practices, and State and Federal laws governing the storage and confinement of hazardous waste materials. ECC labels all drums for proper manifestation and material tracking. All hazardous waste manifest will identify the Client as the "Waste Generator", per the laws of the State and Federal EPA. ECC ensures that all materials are hauled away by a State Approved "Toxic Waste Hauling Company”, and ensures that the Client receives proper and legal documentation. All non-PCB ballasts are placed in dumpsters, and disposed with no additional charges to the Client within the scope of the ECC/Client disposal contract. Once materials have been hauled away, ECC follows-up and ensures that the Client receives "Certificates of Destruction / Disposal" for PCB ballasts removed. ECC strongly recommends that disposal be implemented by incineration.

    Lamp Disposal/Recycling: The recycling/disposal includes all lamps, both HID and fluorescent, known to contain hazardous mercury substances. ECC packages all lamps for removal from each location, and arranges for their disposal/recycling in compliance with the Laws of the State. The cost includes all packaging of materials, storage containers, and labor associated to removal of materials. Nearly all of the lamps are recycled in compliance with the laws of the State.

    Note: In all cases where hazardous waste materials are stored on site, ECC takes caution in minimizing the exposure of materials to workers and others.  This includes the isolation of hazardous waste substances, and the posting of caution and warning signs in compliance with the laws of the State and OSHA.

    Coordination, Protection, and Security

    ECC coordinates all construction activity with the Client.  Communications are directed through and coordinated with the Project Manager with all the proper documentation as required by Agreement. ECC works diligently to minimize the burdens of project management, and to ensure that all of the Client's concerns are mitigated.

    A room by room construction sequence schedule is provided to the Client in a two week look-ahead format acceptable to the Client. Work hours are scheduled whenever possible during off hours as determined by the Client. Areas designated by the Client that can be retrofitted during normal hours will be performed during those hours.

    ECC takes all of the necessary steps to insure adequate protection of all work areas, including the sealing and taping off of all work areas. Work areas are always left in a clean and orderly condition.

    All ECC personnel comply with all security screening and site access requirements. All ECC Personnel wear company photo identification at all times.


    Commissioning

    ECC works jointly with our Clients in performing the commissioning of their new lighting system. Commissioning consists of random inspections of new fixture installations, inspection of wiring and branch circuit layout in compliance with the electrical engineering plans, and inspections and physical testing of occupancy sensors, switching, dimming controls, various fixture retrofits, ballast wiring, conditions of socket pins, lenses, fasteners, and the cleanliness of fixtures. Lighting system operating conditions are not deemed acceptable unless they meet the requirements of the Client.


    ECC Warranty

    Energy Controls & Concepts (ECC) unconditionally guarantees our Clients that the workmanship associated to work contracted and performed by ECC Personnel is warranted for a period of one (1) year from the date of commissioning. Any and all service calls within the warrantee period will be responded to in a timely manner.

    All ballasts are warranted for a period of not less than (5) years from the date of installation, and to meet the UL 935 requirements. Labor for the replacement of defective warranted ballasts is guaranteed not to exceed Ten Dollars ($10.00). In all cases, should a problem be related to a material defect or failure, the manufacturers warranty for merchandise supersedes that of ECC's.  Furthermore, ECC warrants that all equipment is installed in compliance and accordance with:
     

  • The National Electrical Code (NEC);
  • The standards for safety of Underwriters Laboratories, Inc. (UL);
  • The standards for the American National Standards Institute (ANSI);
  • The specific instructions as provided by the equipment manufacturer for installation of the product(s).

    If it appears that the manufacturers warranty period does not meet the warranty specified (see attached equipment warranties), the customer is advised to notify Energy Controls & Concepts in writing at 1758 Orange Tree Lane, Redlands, CA  92374.

    All work performed by ECC is performed professionally and in accordance with acceptable safety standards and practices.  All work areas are cleaned of any work related debris, and left in the same condition as found prior to any installation.  All materials removed are disposed of and/or recycled in compliance with the requirements of Environmental Safety of the State in which services are contracted, and in compliance with the Federal laws as stipulated by the Environmental Protection Agency.  In all cases, ECC exercises responsible waste management disposal and compliance with safety standards associated with removal of ballasts containing PCB’s.  In all cases, ECC attempts to recycle all other materials removed from the job sites. Unless otherwise stated in writing, the costs associated with toxic waste disposal are those of the Client.

    Additionally, equipment shall be free from defects in material and workmanship as designated from the equipment manufacturer.  ECC will service the manufacturer's warranty in all cases except where prohibited by the manufacturer and/or in the event that the customer is located outside of ECC's service area, in which case the manufacturer will provide service to the customer via an approved local service company.  ECC will work directly with the manufacturer in matters related to compensation for both the customer and/or for ECC's labor related to the manufacturer's warranty.

    ECC's warranty is exclusive of all other statutory, written, or oral warranties, and no other warranties of any kind, statutory or otherwise, are herein expressed. Service call charges may be incurred in the event that such calls are generated as a result of a customers lack of and/or inability to operate equipment whereas said equipment is not defective.

    LIMITATIONS OF LIABILITY: ECC will not, under any circumstances, whether as a result of breach of contract, breach of warranty, tort or otherwise, be liable for consequential, incidental, special, or exemplary damages including but not limited to the loss of profits or revenues, loss of use of or damage to any associated equipment, cost of capital, costs of substitute products, facilities, or services, downtime cost, or the claims of customers or customer's buyers.
